Court allows Trump's travel ban to partially come into effect

The 9th US Circuit Court of Appeals ruling will bar people from six Muslim-majority countries included in the travel ban who do not have a "bona fide" relationship with a person or entity in the US from entering the country.

The 9th Circuit panel is set to hear oral arguments on the case on December 6.

The decision partially reversed an order from Honolulu-based federal judge Derrick K. Watson, who blocked almost the entire ban on the grounds that it "plainly discriminates based on nationality".

The ban targeted foreign nationals from eight countries - Chad, Iran, Libya, North Korea, Syria, Venezuela, Somalia and Yemen - with varying levels of restrictions.

Rulings against the ban in Hawaii and later in Maryland apply only to the six Muslim-majority countries.

In June, the justices said the travel ban could not keep out of the country people who could claim a bona fide relationship with someone or a group in the US.

Critics of the travel ban in its various iterations call it a "Muslim ban" that violates the U.S. Constitution by discriminating on the basis of religion. The court order allows the federal government to bar people with no connections to the U.S. from entering the country, Reuters reported.

White House officials said the latest ban was written after an extensive review of vetting procedures for nations around the world.

The 9th Circuit in San Francisco had blocked previous versions of the ban.

Those connections are defined as family relationships and "formal, documented" relationships with US -based entities such as universities and resettlement agencies.

The connections could be family relationships, allowing grandparents, grandchildren, brothers-in-law, sisters-in-law, aunts, uncles etc. of people in the US.

The Trump administration had unveiled its third travel ban on September 24 after USA courts blocked the first two.

Chuang wrote in October that Trump's campaign trail comments about Muslims and his Twitter postings pointed to the ban being an unconstitutional example of discrimination against Muslims. In a parallel case from Maryland, a judge also ruled against the Trump administration and partially blocked the ban from going into effect. If it does, it won't be the first time. The second one expired in September after a long court fight and was replaced with another revised version.
