Xi calls on Seoul to resume North Korea talks

Xi told Moon that he encouraged South Korea to resume dialogue with North Korea and re-engage with them for reconciliation and de-nuclearisation, state news agency Xinhua reported.

For this, the two countries will strengthen strategic talks on all levels, presidential spokesman Yoon Young-chan told reporters in Danang, Vietnam, where a meeting between South Korean President Moon Jae-in and China's Xi Jinping was held on the sidelines of an APEC summit.

At the meeting, the two countries agreed to deepen their cooperation on North Korea and to hold a trilateral summit with South Korea at the earliest possible date.

The summit was initially scheduled for 30 minutes but lasted 43 minutes.

The writers argue that China never intended the informal sanctions it slapped on South Korea after the deployment of a US Terminal High Altitude Area Defense (THAAD) antimissile system to be long term.

Xi called it "a new start and a good beginning". "The two leaders reviewed the statement released on October 31 detailing a plan to improve bilateral relations and agreed to use this as the basis for quickly normalizing exchange and cooperation in all areas", said Senior Secretary to the President for Public Relations Yoon Young-chan during a press briefing after the meeting. The two leaders were in Vietnam to attend the APEC Summit.

"At the end of the meeting, President Xi said this is a meeting that marks a fresh start of relations between Japan and China".

Moon also invited Xi to visit Korea next February, during the 2018 PyeongChang Winter Olympics.

The Chinese president said he would try, and if he were unable to make it he would send a high-ranking team of envoys, cited Yoon. Secondly, the quickening relations between China and South Korea creates a better political environment to deal with the current nuclear crisis with North Korea.

By agreeing on Moon's visit to Beijing in December, the first step is now seen as having been achieved. During a press briefing after the summit, Blue House spokesperson Park Soo-hyun indirectly referred to the THAAD conflict by saying that "Moon and Xi also candidly shared their opinions about differences of opinion between the two countries".

South Korea's foreign minister is expected to visit China soon to fine-tune preparations for the upcoming summit between their leaders, a government source said Monday.

The official added, "There was talk of improving relations in all areas, and there was already mutual understanding reached beforehand that this includes the companies and tourism [affected by China's retaliation], and the two leader's perception was in line with this".
