Xi tells Duterte China will work to safeguard South China Sea peace

US President Donald Trump has offered his services as a "mediator and arbitrator" over disputed territorial claims South China Sea issue, one of the most pressing issues for many of Asia's leaders. "If I can be of help in any way, let me know".

Duterte also said he "might" raise the issue of the South China Sea dispute with Trump, alongside trade, Islamic extremism and terrorism, according to a statement.

It was unclear if Trump's offhand remark signaled a more proactive USA role in finding a solution to one of Asia's biggest flashpoints.

Trump's tour comes against a background of tensions on the Korean peninsula following exchanges of war-like threats and insults between North Korea's leader Kim Jong Un and Trump over Pyongyang's nuclear and missile development programme.

Before leaving Hanoi, Trump told Vietnamese President Tran Dai Quang that he was prepared to mediate between claimants to the South China Sea.

Bolivar said the Philippines would play a lead role since it will take over as country coordinator of ASEAN-China relations starting next year when the negotiations are starting up. "He is the master of the art of the deal". At $32 billion past year, it was the sixth largest with the United States, though less than a tenth the size of China's.

Trump and Chinese President Xi Jinping spoke separately about the territorial rifts ahead of an annual summit of Southeast Asian nations that also includes the U.S., China and other global players.

But Philippines President Rodrigo Duterte, host of two days of summit meetings that will bring together Southeast Asian and East Asian nations, said the thorny issue was better left untouched. "Nobody can afford to go to war". They are there because China would need them. Relations between China and the Philippines have opened a new chapter after Duterte's visit in October, China's official Xinhua News Agency quoted Xi as saying after the meeting.

Southeast Asian leaders were to announce today the start of negotiations with China on a so- called "Code of Conduct" in the disputed South China Sea in what they regard as a milestone but some experts dismiss as a non-starter.

The tough-talking Duterte is famed for his profanity-riddled outbursts, including at then-U.S. President Barack Obama.

Unlike China, the U.S.is not a claimant to the potentially oil-rich and busy waters, but it has declared that it has a national interest in ensuring freedom of navigation and overflight and the peaceful resolution of the disputes. The archipelago nation is dwarfed militarily and economically by China, and has a longstanding security treaty with the U.S.

At the last ASEAN foreign ministers meeting, the U.S. and Australia were lobbying on the sidelines of ASEAN in support of Vietnam, calling for the code to be legally binding. Hundreds of people protested his arrival in Manila on Sunday, with leftist groups pledging to burn American flags.
