The girl had died after a bout of dengue in September.

The government also plans to suspend Fortis' blood bank licence and is writing to a permanent committee in the Haryana Urban Development Authority (HUDA) to cancel the hospital's land lease if required, according to the minister.

The parents of the girl were made to pay R 15 lakh for the treatment.

The Minister said that keeping in view of no improvement in health condition of the girl and overcharging of bill, the parents wanted to shift her to another hospital.

"Agar doosre simple bhaasha mein maana jaaye, toh it is not a death, it is a murder (In simple language, it is not a death, but a murder)", he added.

"The death of the girl happened due to not following the LAMA protocol, which is the Leave Against Medical Advice". But Fortis took the child off the ventilator and sent in an ambulance that did not even have an ambu bag, a device that allows spontaneous and artificial respiration. The state plans to file a First Information Report (FIR) against the hospital for negligence that led to the patient's death, the minister stated in Chandigarh on Wednesday. A case will be registered against the hospital and notice has been issued to cancel the license of blood bank of hospital.

Terming the incident "very unfortunate", Union Health Minister JP Nadda asked Union Health Secretary Preeti Sudan to look into the case and initiate an immediate inquiry into the matter. "This is a violation of IMA guidelines", said Vij. Fortis said its Gurgaon hospital had "offered complete cooperation with the committee, and the family of Baby Adya".

The statement from Singh came hours after an inquiry by the Haryana government indicted the private hospital for negligence, unethical and bad acts, finding "several irregularities" in the case.

Quoting the official copy of the report, Mirror Now said that the inquiry committee found the hospital guilty of negligence, lapses, unethical and unlawful acts on the part of the team of doctors that attended to seven-year-old Adya Singh of Dwarka in Delhi. It charged 108% more for medicines and 1737% more on consumables. Apart from this, the hospital has carried out platelets transfusion for 25 times and bill has been overcharged in this practice. Besides, it did not inform the health department about dengue cases and violated the conditions of MoU.
