Do You Think There Will Be A Government Shutdown?

Alabama Republican Rep. Bradley Byrne, a member of the House Armed Services Committee who has been negotiating with GOP leadership, told USA TODAY he was pushing for a separate bill because military funding was one of the areas of bipartisan consensus.

But House conservatives - upset by leaders' planned time frame on a short-term spending bill to keep the government open past the end of the week - almost derailed Monday's proceedings before enough of them ultimately relented.

The two week extension would give Democrats and Republicans time to negotiate spending issues.

"There would have to be some iron-clad commitments from leadership on how this would be different than the last five years", said the group's chairman, Rep. Mark Meadows, a Republican from North Carolina.

Senate Majority Leader Mitch McConnell, R-Ky., said Republicans hope Congress will pass legislation this week financing federal agencies until December 22, giving bargainers time to make longer-term budget decisions and address other issues that have floated into the year-end mix.

"It didn't have to be the Republican bill". Among the most notable differences, the Senate plan includes a repeal of Obamacare's individual mandate while the House plan does not.

"So, the Senate doesn't do a budget in the first place and then they're doing triple bank shots and we got to go with that?"

Democratic Senator Jack Reed said on Tuesday that approving just a defense spending bill would shortchange other aspects of national security such as the Federal Bureau of Investigations and activities of the State Department, all of which would be funded by a stopgap measure. "I don't think the American people voted on bailing out big insurance".

In the Senate, Majority Leader Mitch McConnell, R-Ky., said his preference is for a two-week funding bill.

The top House Democrat says President Donald Trump is the "only person talking about a government shutdown".

What Democrats have indicated they would want included in any measure they support - something that has little to do with so-called "illegal immigration" - is the continuation of Deferred Action for Childhood Arrivals (DACA) protections for "Dreamers". That program is set to expire in March. We want to have a great, beautiful, crime-free country.

"We could do a CR on into January to take care of the other things; the issue is really on the other side of the Capitol right now, not on the House side", Loudermilk said.

Democrats remain the other wild card in the negotiations. President Donald Trump on Wednesday said that a shutdown could happen because of Democratic demands. (A September poll from Morning Consult showed that only 15 percent of Americans - and only 24 percent of Republicans - want to deport Dreamers.) Actually being willing to shut down the government by denying Republicans votes for a spending bill (they need at least eight Senate Democratic votes to overcome a filibuster, and perhaps some House Democratic votes to offset defections from conservatives who oppose almost every spending measure) is another thing altogether. They plan to talk to leaders later Wednesday.

Meadows said Wednesday that progress had been made in obtaining assurances this plan would be followed. Roger Wicker, a Republican from Mississippi.

The White House has long said the 20 percent corporate rate was a "red line" for President Trump, but Mr. Trump also said recently that figure could rise during the coming negotiations. "And instead we had the most important bill and the worst process".

Republican lawmakers are asking for an extension, and filed a two-week stopgap measure to buy more time for negotiations, but the new Dec 22 deadline won't be approved without a vote in Congress this week. Democrats would likely oppose that approach because it doesn't address DACA.

Most Republicans want a defense buildup.

GOP leaders do not believe that's realistic since the Senate needs eight Senate Democrats to pass any long-term funding deal.

Minority Leader Nancy Pelosi, in a tweet, responded on Wednesday to Trump's claim that a government shutdown "could happen" Saturday, and he blamed it on Democrats' stance on immigration. "You'll see when we bring the bill to the floor".
