An emotional Ms Jalaly was barred from approaching her son Saeed Noori, 32, as he appeared in a Melbourne court on Saturday, charged with 18 counts of attempted murder and one of conduct endangering life over the incident on Flinders Street on Thursday.

Police said a second man arrested at the scene was released and was expected to be charged with possession of cannabis and a controlled weapon, although those offences were not linked to the vehicle incident.

Witnesses said when the auto crashed it was rushed by bystanders who started pulling the two men out before police arrived a few minutes later.

Crowds at Melbourne's Carols by Candlelight and Boxing Day Test can expect a "highly-visible" police presence as well as at popular spots as Federation Square and Melbourne Central, transport hubs and the MCG.

"Having said that, we continue to support this investigation with the Counter Terrorism Command to ensure there isn't that connection and there is no ongoing threat".

He later made comments about Australia's top security body and Allah.

"But I want to reassure Australians that this is an isolated incident".

Ten people remain there, and an 83-year-old Brunswick man and two South Korean men in their 60s are fighting for life.

People at the scene have been described as "running towards" the injured on the ground the moment the incident took place.
