Odd-Even rule to be implemented without exemptions in Delhi

The Delhi government on Wednesday submitted an action plan before the National Green Tribunal (NGT) finally accepting the Tribunal's earlier recommendations of not having exemptions for women drivers and two wheelers.

They recommended no exemption be given under the odd-even vehicle rationing scheme in the state.

"We will implement the Odd-Even scheme next time as directed by the tribunal, which is no exemptions", Delhi government counsel Tarunvir Singh Khehar said.

The odd-even scheme, when implemented next time in the capital, could very well be without any exemptions.

"The government in its plan to the NGT also said that construction will completely stop once pollution level touches "severe" category".

The Delhi government was forced to withdraw its appeal for modifications in the odd-even scheme that they made before the tribunal. "The first line of the action plan should be that the air quality level in Delhi never be near the permissible standards".

The action plan also stated it will shut down all industries causing pollution and has laid a ban on the burning of waste. "The reason for the delay is non-cooperation and lack of executive will to complete the project" the Bench had said. "It should be cumulative and there should be measures for moderate air quality, poor air quality and levels worse than that, including severe", observed the bench, asking the Delhi government for more clarity on each measure, including the road-rationing scheme.

Kejriwal had likened the worsening pollution level in Delhi to a gas chamber while holding the neighbouring states such as Punjab, Haryana and Uttar Pradesh responsible.
