Russian Tycoon Alisher Usmanov Petitions to Allow Tricolor at 2018 Olympics

Russian parliament members urged for stopping the practice of "unfounded accusations against Russian athletes and political interference in the sphere of sports".

In a letter sent by Alisher Usmanov to the IOC President Thomas Bach, seen by Eurosport, Usmanov told Bach that a decision to ban clean Russian Athletes from competing under their own flag at the forthcoming Winter Olympics would be against the principles of the Olympic Movement.

Members of the State Duma are now debating a response to this week's IOC Executive Board's ruling to bar the Russian national team from the 2018 Winter Olympics in South Korea's PyeongChang as well as to suspend a number of Russian sports officials.

But they will compete under the Olympic flag and anthem.

In the weeks ahead of Tuesday's International Olympic Committee decision, more than 20 Russian athletes who competed at the 2014 Sochi Games were banned for life from the Olympics for having allegedly violated anti-doping rules.

Russian Federation will pay a $15 million (£11 million/€13 million) imposed on them by the International Olympic Committee (IOC) but only if they agree that there will no further punishment taken against the country, Deputy Prime Minister Vitaly Mutko has claimed.

Zhukov, who did not provide further detail about the possible nature of those competitions, added that it was "unacceptable" to accuse Russian athletes who decide to compete at the Olympics of being unpatriotic. A number of additional sanctions against other Russian sports officials followed from the International Olympic Committee as well.

The Russian Olympic Committee (ROC) was ordered to reimburse the costs incurred by the IOC during the investigations into the allegations, including setting up another Disciplinary Commission headed by Denis Oswald to deal with individual cases from Sochi 2014, and to help contribute to the establishment of the Independent Testing Authority. The report says about the manipulation in the anti-doping laboratory during the winter games of 2014 in Sochi. They tested the involvement of the Russian Ministry of sports for doping violations, and double-checked the sample of participants of the Olympic games in Sochi in 2014.

The upcoming Olympics, which are 23rd Winter Games, will take place in South Korea's PyeongChang on February 9-25, 2018.
