House committee approves Sunday alcohol sales bill in 12-1 vote

The bill passed 12-1 out of the House Public Policy Committee on Wednesday.

The move all but assures the topic is dead for the session.

The Sunday sales bills were developed from recommendations by an interim Alcohol Code Revision Commission. And they say excise police are already understaffed, and more cold beer outlets would stretch them even thinner.

House Bill 1051 allows Sunday alcohols sales from noon to 8 p.m.at grocery stores, package liquor stores, convenience stores, drug stores and restaurants.

Supporters say IN is the only state that regulates the temperature at which beer is sold and IN needs to get with the times. To that end, we fully expect to pay an increased fee for the privilege of selling cold beer and for this fee to be designated by the Legislature to compensate "mom and pop" liquor store owners who believe their licenses will be devalued.

An Associated Press review last year found liquor store interests have spent at least $150,000 on lobbying in recent years while donating more than $750,000 to lawmakers since 2010.

Others like the Indiana Association of Beverage Retailers said the bill would brew up doom for mom and pop liquor stores.

It's an environment where those under the age of 21 aren't allowed inside, where the stores tend to be smaller, and not located on 'busy corners'.

"These owners have paid dearly for the privilege", he said.

A Senate committee is scheduled to consider a bill Wednesday afternoon that would allow convenience and grocery stores and pharmacies to sell cold beer.

Alting refused to allow amendments to be heard in committee.

Matt Norris, on behalf of the Indiana Petroleum Marketers and Convenience Store Association, said the request was simple.

"We want to take a product we responsibly sell warm today and sell that product cold", he said.

"In our stores In southern In, we have warm beer".

Kelly McClure, president of McClure Oil Corp., said she can be trusted to buy beer when and where she wants and encouraged senators to represent their constituents.

IN will likely remain the only state that restricts who can sell cold beer after a Senate panel voted Wednesday to uphold a law that protects the interests of liquor stores.

No senator from northeast IN was on the committee.
