The ruling BJP government, which signed a revised memorandun of understanding (MoU) with Hindustan Petroleum Corporation Limited (HPCL) in August a year ago, claims to have saved an estimated Rs 40,000 crore as project cost under the new deal. It is envisaged as a nine million metric tonnes per annum (MMTA) refinery-cum-petrochemical complex.

"In 2013 Congress mocked the aspirations & emotions of the youth of Rajasthan by announcing a Refinery only on Paper without any statutory clearances", Union Minister Dharmendra Pradhan said. The estimated cost of the project is said to be over Rs 43,000 crore. The biggest advantage with the refinery is that it is being set up in the vicinity of its oil source.

However, soon after the BJP came into power in December 2013, the project was delayed, with the BJP claiming that they were seeking a higher stake for the state government than the proposed 26 for the government and 74 percent for HPCL.

On Sunday, immediately after his arrival here for a six-day visit to India, Mr Netanyahu, his wife Sara and Prime Minister Modi drove to the Teen Murti Chowk to lay wreath at the Chowk.

He said some people mislead citizens often and misleading the nation on Barmer refinery is not the exception, it is the norm when it comes to them.

However, a few months later, the BJP led by Vasundhara Raje succeeded the Ashok Gehlot led Congress government in Rajasthan and the work of Pachpadra oil refinery went into cold storage. The foundation stone for the project was laid by then Congress party president Sonia Gandhi on September 22, 2013.

"All the welfare schemes started by the former Congress government were stalled by the present government and now it is trying to take credit for political advantage ahead of the elections", he told reporters.
