Navy filing homicide charges against 2 ship commanders

The guided missile destroyed USS Fitzgerald will arrive in Pascagoula tomorrow for repairs at Ingalls Shipbuilding.

The U.S. Navy destroyer is arriving at Ingalls Shipyard Friday morning.

The USS Fitzgerald and the USS John S. McCain both collided with civilian ships in the summer of 2017.

16, the Navy announced that two commanders are charged with negligent homicide; Cmdr.

"The members' ranks include one commander (the commanding officer), two lieutenants, and one lieutenant junior grade".

The Navy is filing negligent homicide charges against former high ranking officers who were deemed responsible for the attack. Ten sailors lost their lives. A chief petty officer, whose name was not disclosed, faces a charge of dereliction of duty. John Richardson, the chief of naval operations, said the Navy has begun to address 58 recommendations to prevent future accidents.

Hicks also included, "Additional administrative actions are being conducted for members of both crews including non-judicial punishment for four Fitzgerald and four John S. McCain crewmembers". The Crystal struck her amidships on the starboard side, crushing the commanding officer's cabin and creating a 12-foot by 17-foot hole below the waterline, leading to rapid flooding in a machinery space and a berthing area below.

The McCain collided with the Liberian-flagged oil tanker ALNIC MC on August 21, 2017, while sailing in the Straits of Singapore, at the south end of the Straits of Malacca.

The deadly destroyer accidents - along with two Navy cruiser collisions in the Pacific a year ago - prompted the dismissal of Aucoin, as well as multiple reviews of the way the Navy trains, maintains and deploys its fleet, which is stretched thin.

In a report released last November, the Navy concluded that the two crashes, as well as a third collision in May and a ship grounding, were all avoidable, and resulted from widespread failures by the crews and commanders who didn't quickly recognize and respond to unfolding emergencies.

A statement from Ingalls president Brian Cuccias says, "Ingalls and all of its employees regret the tragic circumstances that will bring the ship to Pascagoula, but it is an honor and a privilege to work with the Navy to return the ship to the fleet in the shortest time possible". "Many of the decisions made that led to this incident were the result of poor judgment and decision making of the Commanding Officer. The crew was unprepared for the situation in which they found themselves through a lack of preparation, ineffective command and control, and deficiencies in training and preparations for navigation".

The Navy's top two officials told Congress Thursday that they are implementing changes to training and maintenance practices that the Navy found as causes of the collisions at sea in 2017 that killed 17 sailors.
