The defense budget could cause a partial government shutdown

Whether Democrats do the same again this week will depend on two things: their level of commitment to helping so-called Dreamers and their disgust over Congress' continued inability to approve longer-term government spending. If the entire Freedom Caucus voted against the bill, it would not have enough Republican-only votes to pass.

But since Republicans control the House, no Democratic votes are needed there - and Meadows acknowledged that the GOP is likely to take the blame if a measure to keep the government open fails in the House.

"I think Republicans always get blamed for a shutdown", said Alex Conant, a political strategist who used to work for Republican Senator Marco Rubio.

"We've been very clear", Ryan said.

"What other choice do have this week", asked New Jersey Republican Rep. Tom MacArthur.

"We're not going to shut the government down", he said. Groups like MoveOn, United We Dream and CREDO shifted their focus from Republicans to Democrats earlier in the month, threatening primary challenges and public ridicule for Democrats unwilling to risk a government shutdown to save the program for young immigrants.

"There seemed to be a consensus with the cards that we have that this is the best way to play it", North Carolina GOP Rep. Mark Walker said after the meeting.

Republican leaders are full speed ahead on a short-term funding bill - now they just need the votes for it.

Additionally, Democrats could filibuster any spending bill in the Senate that does not meet their demands.

The bill would fund government for one month, reauthorize the Children's Health Insurance Program for six years, and delay several Obamacare tax provisions.

The negotiating climate has become increasingly poisonous after a sudden halt last week in talks toward a deal to shield the Dreamers - immigrants brought into the country illegally as children - from deportation.

"Funding for modernizing the Army has been cut in half in just the past eight years". When the president one day says he's going to leave the details up to Congress ("I think my positions are going to be what the people in this room come up with", he said on January 9), but then rejects the one concrete bipartisan deal that gets cut ("The so-called bipartisan DACA deal ... was a big step backwards", he tweeted on January 12)?

The House this week will consider another short-term funding patch, or continuing resolution, for the fourth time since September as Republican leadership tries to unify on whether to include money for disaster aid or the Children's Health Insurance Program.

House Republican leaders tried to win over wary conservatives with a promise to repeal unpopular taxes as part of the bill preventing a shutdown. This puts Democrats in a precarious situation: either they can vote in favor of the bill and jeopardize the safety of the young immigrants living in the USA known as Dreamers, or vote against the bill and potentially trigger a government shutdown. But what we are seeing from this side is a big squeeze on the Democrats and a new willingness to fight - and to deal, something that is President Trump's trademark.

Senate Majority Leader Mitch McConnell, R-Ky., said he is hesitant to bring a bill to the floor of the Senate if he is not sure Trump will sign it. McConnell, unlike, Ryan needs Democrats. Durbin. "They have the White House". Democrat Doug Jones won a landmark victory in the Alabama Senate race. But Republicans and Democrats have squabbled since last summer over how to pay for it.

"I want to keep the government open". We are going to spend the entire campaign defending ourselves against what our own party did. Rand Paul - could vote against any bill that substantially increases spending above the caps.

Opposition to the temporary-spending package among Schumer's caucus is "broad and strong", the New York Democrat said. Patrick Leahy, a Vermont Democrat, remained vague about what his plans were.

Conservatives are frustrated by a lack of clarity about what Republican leaders will accept in upcoming immigration and spending negotiations with Democrats.

Others are just exhausted of the whole exercise: Congress using short-term spending bills to kick the can down the road only to return to do it again a month later.

However, Sen. John Cornyn, a Republican from Texas, was quoted as saying, "Who knows what 2018 will be like?"
