This is what happens during a USA government shutdown

The government careened toward shutdown Friday night in a chaotic close to Donald Trump's first year as president, as Democrats and Republicans preemptively traded blame while still struggling to find some accord before a deadline at the stroke of midnight.

"The Democrats' position is we don't want to have (continuing resolutions) because they're bad for the government". And we can give ourselves the time we need to finish ongoing negotiations on DACA, border security and the long-term needs of our military.

"OMB is preparing for what we're calling the Schumer Shutdown", said White House Office of Management and Budget Director (OMB) Mick Mulvaney at a press briefing on Friday.

Trump and Schumer, the Senate minority leader, met with White House Chief of Staff John Kelly and the Democrat's top staffer in the Oval Office.

On Wednesday, Senate Majority Leader Mitch McConnell publicly deplored that he did not know what kind of funding legislation the President would support and anxious that the Senate was "spinning our wheels". "The discussions will continue", the New York Democrat said. Cornyn said the health insurance program was added to the spending bill to help House Speaker Paul Ryan, R-Wis., and House Majority Leader Kevin McCarthy, R-Calif., rally the votes necessary to avoid a shutdown.

"Now that we're 13 hours away from a government shutdown that Democrats would initiate and Democrats would own, the craziness of this seems to be dawning on my friend the Democratic Leader".

WASHINGTON ― With less than two hours to go before a deadline to avert a government shutdown, 48 senators blocked a four-week government spending extension, causing the government to partially shutdown at midnight.

"I really believe the Democrats want a shutdown to get off the subject of the tax cuts because they're doing so well", he said. "Let's stay in. Let's get it done".

In December, seven of the 10 Democrats running in states that Trump won in 2016 voted in favor of the funding bill.

Arriving at the Pentagon for a visit, the president told reporters the government "could very well" shut down. In reality, employees have been paid retroactively in all 12 government shutdowns that have occurred since 1981.

And the White House piled on, trying to paint the impending action as the "Schumer shutdown". Ryan added: "The only people standing in the way of keeping the government open are Senate Democrats". The Clinton administration would, over time, succeed in refining these proposals as a gutting of the social safety net, but at the time, Democrats were still shellshocked by losing both houses of Congress in the 1994 Republican landslide and had little faith they could win any major fight. They also noted that Trump rejected a proposed bipartisan deal among a handful of senators that would have resolved the conflict over how to protect hundreds of thousands of young immigrants from deportation.

"CHIP should be part of a long term solution, not a 30 Day, or short term, extension!", Trump said, referring to the Children's Health Insurance Program.

"I have to laugh when people say that, 'Oh, we control the House, the Senate, the White House, why can't you get this done?' You know as well as anybody that it takes 60 votes in the Senate to pass an appropriations bill", Mulvaney said in response to a briefing question from CNN's Jim Acosta.

There is ostensibly Democratic support for all of those provisions, but the vast majority of Democrats oppose the stopgap because of the ongoing inability to reach a bipartisan immigration deal.

The president has been an erratic negotiator in recent days, throwing already-contentious talks into disarray.

But most Senate Democrats and some Republicans were expected to vote no in that chamber, probably Friday.

This drama traces back to President Trump's decision in September to end an Obama-era program shielding from deportation young immgrants who were brought to the US illegally as children.

The House planned to vote Thursday night, and the Senate could act shortly thereafter. Mike Rounds, a South Dakota Republican who had told CNN earlier Thursday that he would not vote for the bill, told reporters he would now support it, following assurances from GOP leadership that defense appropriations would have regular order.

For others, however, the shutdowns effects are likely to take place more slowly. (What was that about "legislative arson"?) Democrats and the Obama administration rejected this, and almost 800,000 federal employees were out of work without pay for 16 days.
