United Kingdom lawmakers call for 'latte levy' on takeaway cups

MPs are calling for a 25p "latte levy" on disposable coffee cups - and a total ban unless recycling improves. The plan is being considered by ministers amid calls for a complete ban on all disposable cups by 2023 unless manufacturers can make them recyclable.

Every year, the United Kingdom throws away around 2.5 billion coffee cups, only a tiny fraction of which are recycled.

Disposable cups can not be recycled by the normal systems because they are made from cardboard with a tightly bonded polyethylene liner, which is hard to remove, and means they are not accepted by paper mills. The plastic bag charge is proof that charges are highly effective at reducing packaging waste. The Committee's proposed "latte levy" would be used to encourage customers to adopt reusable cups, while revenue from the levy would go into improving the UK's recycling infrastructure for packaging waste.

The environment committee report said that is the 2023 deadline for recycling all cups is not met, the government should ban disposable coffee cups all together.

The charge could lead to a reduction in the use of disposable cups of between 50-300m per year, according to evidence submitted to MPs.

She added: "Coffee shops have been pulling the wool over customers' eyes, telling us their cups can be recycled when less than 1% are".

A lot of coffee shops offer discounts if people bring their own cup, but MPs claim that only 1-2 per cent of people actually take advantage of that. "Those without in-store recycling should print cups with a 'not widely recycled" label'.

The vast majority end up in landfill or incineration, with 500,000 a day dropped as litter.

"The UK's coffee shop market is expanding rapidly, so we need to kick-start a revolution in recycling", committee chairwoman Mary Creagh said in a statement.

And Starbucks has said the company will start a three-month trail next month of 5p charge for disposable cups in up to 25 London stores, adding that its trial of a 50p discount for customers using reusable cups in 2016 "did not move the needle in the way we thought it might".

A Scottish Government spokeswoman said: "In our Programme for Government, we have already committed to examining ways to reduce the use of single-use items, such as through a possible levy on coffee cups".

Nearly all of them are incinerated, exported or sent to landfill because their plastic lining makes them costly to recycle.

There were further calls in the report for clearer consumer messaging, as there is now a "significant public belief that disposable coffee cups are widely recycled", despite only 1 in 400 actually being so. "Anything that would help facilitate the recycling of these cups is a good thing", he said.

The committee's report states: 'There is no excuse for the reluctance we have seen from Government and industry to address coffee cup waste.

"However, we do have quite a few customers who try to bring their own cup already". Packaging producers only pay for 10% of the cost of packaging disposal and recycling, leaving taxpayers to pay for the remaining 90%.

However, MPs criticised coffee chains for confusing customers by perpetuating the notion coffee cups are recyclable.

"Only by treating this issue as one that is the responsibility of both industry and consumers will re-use become the norm in place of single-use and throw away".

Fiona Nicholls from Greenpeace UK, said the problem was getting bigger: "We must not allow the packaging industry to water down these recommendations any further".

On Friday the environment ministry said the government was working closely with the sector and had made progress in increasing recycling rates.
