The White House Office of Management and Budget instructed federal agencies to prepare for a possible lapse in funding, a spokeswoman said Thursday night. Lawmakers are facing a midnight deadline to keep the government open.

As they begin their retreat on Wednesday, a day before government funding expires, House Democrats are considering their options on the federal budget deal. It approved the legislation by a bipartisan majority of 71-28. Rand Paul of Kentucky went rogue and stalled a vote in protest over his party's willingness to bust the budget.

Which returns us to the issue of whether enough Democrats in the House will vote for the Senate bill.

There are even more signs of dissent in the House of Representatives, which would have to approve any budget bill adopted in the Senate.

This time around, Senate leaders from both parties nudged Paul to stop holding up the vote.

"I don't think that's going to happen", McConnell said about the prospects of a shutdown. The GOP leader early Friday morning teed up a House-passed shell bill being used as the vehicle for the Senate's debate.

Senate President Joe Negron said that while he and other Republicans were likely to support numerous provisions included in the legislation, he would not agree to tie it to budget negotiations.

Trump threatened on Tuesday to upend budget talks by saying he would welcome a government shutdown if Congress were not able to agree to changes in immigration law that he said would prevent criminals from entering the country.

The bill would hike defence and domestic spending by nearly $300bn (£215bn) over the next two years.

The bill includes massive spending increases for the military that Republicans wanted along with a big boost in domestic spending demanded by Democrats. On Wednesday, House Minority Leader Nancy Pelosi (D-California) spoke on the floor for eight hours, extolling the virtues of immigrants and demanding a bill to protect those brought into the United States illegally as children. If these spending amounts become the new baseline and future sessions of Congress do nothing to pare them back in the future, the effects of the budget deal would be much larger.
