Gov. Inslee signs nations first state net-neutrality bill

Washington on Monday became the first state in the union to approve its own net neutrality law following the Federal Communications Commission's dismantling of the controversial Obama-era regulations previous year.

In 2015, the FCC created rules against blocking legal content, throttling traffic and using paid prioritization for some traffic.

Opposition to the FCC's repeal of net neutrality grew this week, as six more tech companies filed suit against it. Etsy, Kickstarter, Foursquare, Shutterstock, Automattic and Expa petitioned the US Court of Appeals for the DC Circuit as part of a group called the Coalition for Internet Openness.

Washington is the first state in the nation to enact its own net neutrality protections, despite the FCC's intention to "preempt any state or local measures that would effectively impose rules or requirements that we have repealed". But net neutrality advocates point to a 2016 federal court ruling that the Obama-era FCC didn't have the authority to pre-empt certain state laws concerning municipal broadband. "It allows a student in Washington to connect with researchers all around the world - or a small business to compete in the global marketplace". It also requires ISPs to disclose information about their network management practices and performance.

Inslee said Monday that he's not concerned about potential challenges to the bill.
