These caveats must be deliberated as the $62 billion China-Pakistan Economic Corridor approaches completion, with expansions already being explored such as between Gwadar and Chabahar.

On the first day of his visit to Islamabad on Monday, Mr. Zarif held meetings with Speaker of the National Assembly of Pakistan Sardar Ayaz Sadiq, his Pakistani counterpart Minister for Foreign Affairs Khawaja Muhammad Asif, the Pakistani Prime Minister Shahid Khaqan Abbasi, and Pakistani Interior Minister Ahsan Iqbal. As India recently signed a lease to manage operations at the port, the decision to join hands with Iran for the development of the project is not a straightforward one. The port is crucial for India as it plans on creating a trade and transport corridor to Afghanistan while bypassing Pakistan.

Frequent ceasefire violations have been reported on the Line of Control and Working Boundary by India; in fact the highest number of breaches took place previous year since the 2003 ceasefire accord took effect leaving 87 people dead.

Irans Foreign Minister Javad Zarif, who is on a three-day visit to Islamabad, said the Chabahar port project was not meant to "encircle Pakistan. strangulate anybody".

"We are taking measures to do that and there is an open invitation to Pakistan to participate in that", Zarif said.

He also repeated Iran's commitment that it would not allow India to carry out any activities against Pakistan. "Our relations with India, just like Pakistan's relations with Saudi Arabia, are not against Pakistan as we understand Pakistan's relations with Saudi Arabia are not against Iran, " he said.

Sources privy to Pakistan High Commission in India, the issue was raised with Ministry of External Affairs and demanded the government to keep a check on security agencies' authorities.

Chabahar is said to be becoming a success story in the India-Iran relationship. Although the partnership can work to promote friendly ties between the two countries, there are heavy considerations for Pakistan to make before it agrees to be a part of the Chabahar project. The first phase of the Chabahar port in south-east Iran, which India is developing, was inaugurated in December past year.

In this context, India's not likely to be pleased with the Iranian foreign minister's comments.
