"By its very nature, military service requires sacrifice", Mattis wrote in a memo to the president that was released Friday.

In a memo to the president, dated February 22, Mattis cited "substantial risks" about military personnel who seek to change or who question their gender identity.

"There is simply no way to spin it, the Trump-Pence Administration is going all in on its discriminatory, unconstitutional and despicable ban on transgender troops", the organization's president Chad Griffin said. The new orders suggest banning transgender individuals from serving in the armed services under "limited circumstances".

The study estimated that health care costs would rise $2.4 million to $8.4 million a year, representing an infinitesimal 0.04 to 0.13 percent increase in spending. It concluded that there were 2,000 to 11,000 active-duty troops who were transgender. "The men and women who serve voluntarily accept limitations on their personal liberties - freedom of speech, political activity, freedom of movement - in order to provide the military lethality and readiness necessary to ensure American citizens enjoy their personal freedoms to the fullest extent".

In the February memo, Mattis pushes back on the 2016 RAND study, saying the policy issue is "more complex than the prior administration or RAND assumed".

"Our military must be focused on decisive and overwhelming victory and can not be burdened with the tremendous medical costs and disruption that transgender in the military would entail", he said. It does not change the law or overrule the decision of the Department of Defense to allow transgender enlistees into the service, which was opened as of January 1, 2018.
