Plame and Wilson sued Libby, Cheney and others in 2006 for infringing on Plame's Constitutional rights and conspiring to reveal her identity, but a U.S. District Court judge in Washington, D.C., dismissed the suit. Libby maintained he had merely forgotten that he learned about Plame from Cheney. Comey was the deputy attorney general, and he made the decision to appoint a special counsel after Attorney General John Ashcroft recused himself from the case.

ABC News, quoting unidentified sources familiar with the president's thinking, reported Trump had been mulling the move for several months.

Lewis "Scooter" Libby served as Chief of Staff to Vice President Dick Cheney under the G.W. Bush administration.

Since the conviction, Libby's law license has been restored and then-Virginia Gov. Press Secretary Sarah Sanders noted in a statement on the pardon that Libby still paid a $250,000 fine and performed 400 hours of community service.

According to the New York Times, Libby's case "has always been a cause for conservatives who maintained that he was a victim of a special prosecutor run amok, an argument that may have resonated with the president".
