United Nations fails to adopt Russian draft resolution on Syria

Twelve of the 15 members of the UN Security Council voted in favour of the United States text, while Russian Federation and Bolivia voted against it, reports Xinhua. A resolution needs nine votes in favor and no vetoes by Russia, China, France, Britain or the United States to pass.

During the Security Council meeting, US Ambassador to the UN Nikki Haley expressed Washington's preparedness to launch more military strikes on Syria if Washington learns that the Syrian government carries out a chemical weapons attack.

Bolivia has asked for the United Nations Security Council to meet on Thursday "on the escalation of rhetoric regarding Syria and these threats of unilateral military action", hours after US President Donald Trump warned of missile attacks.

A draft of the resolution obtained by ABC News "condemns in the strongest terms the continued use of chemical weapons" in Syria - although it does not blame the Assad regime for the attack, instead establishing a United Nations.

Russian Federation vetoed a Western-backed resolution in November that would have extended the mandate of the joint UN-Organization for the Prohibition of Chemical Weapons body that had blamed the Syrian government and the Islamic State extremist group for using chemical weapons. It is now operating off Lebanon alongside USA ships as part of France's military contingent fighting Islamic State militants in Syria and Iraq.

But UN Secretary-General Antonio Guterres said the use of chemical weapons is "abhorrent and requires a thorough investigation", according to his chief spokesman, Stephane Dujarric, at a briefing Monday before the emergency meeting.

"The norms against chemical weapons must be upheld".

Meanwhile, the Russian defense ministry said the Syrian regime flag was flying in Douma - the target of Saturday's attack - which it said indicated government forces have taken full control over the formerly rebel-held district of Eastern Ghouta.

The showdown between the United States and Russian Federation at the United Nations came as the threat of Western military action in Syria loomed large.

Moscow opposes any Western strike on its close ally Assad and has vetoed Security Council action on Syria 12 times since the conflict started.

The State Department says it doesn't know what chemical was used, but says it is confident Syria was responsible.

While much of his national security team spent Monday evening discussing whether strikes would be effective in deterring future chemical attacks, and how to limit the risk of escalation, Trump met his lawyers Jay Sekulow and Ty Cobb to discuss the Cohen raid. Six of those resolutions would have condemned the regime for chemical weapons attacks. "We have called for this for seven years", he added.

"Never said when an attack on Syria would take place".

"Syria is keen on cooperating with the OPCW to uncover the truth behind the allegations that some Western sides have been advertising to justify their aggressive intentions", Syria's state news agency SANA said.
