Will US regulate Facebook? Europe about to do just that

The questions from House members were more pointed than those from senators the day before, but the themes of privacy and regulation were about the same.

The next steps aren't clear, but one can surely start by limiting the actual usage of social media apps.

Since Tuesday, founder and CEO Mark Zuckerberg has appeared before two committees of Congressional lawmakers to testify about the security and privacy issues raised by the data leak.

According to a new online survey by Recode and market research company Toluna, most Americans wouldn't pay, despite how little they trust Facebook with their personal information. And many Republicans, who should know better, joined in the Facebook condemnation.

But for many, the benefits of Facebook's social connectedness and sense of intimacy outweigh the costs, said journalism professor George Sylvie, an expert on technology's role in media. When you share your number with someone on Tinder and later see them as a Facebook friend suggestion, well you get the idea.

The 2011 consent decree capped years of Facebook privacy mishaps, many of which revolved around its early attempts to follow users and their friends around the web.

It also keeps these sorts of shadow profiles on internet users who don't even have a Facebook account. These identify non-users and report back to Facebook on people's surfing habits.

Satire website The Onion used Butterfield's picture and attributed a comment to him in a Wednesday story that implies government is holding Facebook to higher privacy standards than it holds itself.

Congressman Bobby Rush, Democrat of IL, charged that Facebook could be compared to the COINTELPRO surveillance program run by the Federal Bureau of Investigation in the 1960s.

"So these are called shadow profiles, is that what they've been referred to by some?" he asked.

In response to questioning by Rep. Mike Doyle of Pennsylvania, Zuckerberg acknowledged: "I'm not familiar with all of the things the FTC said".

There was a collective eye roll from educated viewers watching along. "It was my mistake, and I'm sorry", Zuckerberg said in his written testimony released by the US Congress.

Over the course of his almost five-hour testimony yesterday afternoon, Zuckerberg deftly fielded questions about an ongoing internal investigation into third-party apps; a recently-introduced "bug bounty" program for finding and eradicating security flaws on the platform; and he expressed remorse, time and again, for his failure to act more quickly in the wake of the Cambridge Analytica scandal. They may even be aware that their own re-election could be on the line, potentially from foreign interference. Paul Olivier-Dehaye has recently described to MPs that he is trying his best to get Facebook to hand over all the data that the firm has collected through Custom Audiences and Pixel. MARK ZUCKERBERG: "Senator, no, I would probably not choose to do that publicly here". Facebook generatesabout $9 a month per user in the U.S.by targeting you with ads.

"Today, we hope to shed light on Facebook's policies and practices surrounding third party access to and use of user data".

But that's not entirely true. As we expressed in the emails we sent yesterday, we'd love the chance to discuss this and answer any questions you may have.

"Consumers are realizing that Facebook is really monetizing them and really isn't here to protect their data", said Robb Reck, the chief information security officer at Denver-based security firm Ping Identity.

Zuckerberg: "Yes congressman. We have a "Download your information" tool, we've had it for years, you can go to it in your settings and download all of the content that you have on Facebook".
