It's unclear whether any California government agencies had an opportunity to intervene in the years authorities claim the 10 children suffered "horrific" abuse inside their suburban home. Rogers told KABC-TV that she and her husband were being judged for his tattoos, and her choice to homeschool her children.

"Nothing was founded, my kids were placed back with me", she said.

Solano County's Child Welfare Services department officials did not immediately respond to requests Tuesday for details about the visit, or information about other interactions they may have had with members of the household.

"I've been doing this a long time, I was a prosecutor for 22 years, and have not seen a case of such overwhelming evidence of mental, emotional, physical abuse by the hands of their parents", Solano County District Attorney Krishna Abrams said.

Jonathan Allen, her husband, is expected to face charges including multiple counts of felony torture and felony child abuse. He has pleaded not guilty and bail was set at $5.2 million.

Records obtained by the San Francisco Chronicle show Allen's abuse allegations date back to late 2011.

"It was a functioning household everyone helped everyone", Allen said.

Police began investigating the family after their 12-year-old boy was reported missing at the end of March.

Police Lieutenant Greg Hurlbut said that when officers visited the home, it was "unsafe and unsanitary. garbage and spoiled food on the floor, animal and human faeces and a large amount of debris making areas of the house unpassable".

He is in custody, while Ms Rogers, his wife, was arrested on allegations of child neglect but was released on bail last month.

When police arrived at the couple's home in March the children did not need medical attention but eight of them said they had been abused in the past few weeks. The state has no record of any of the children attending public school. Parents who teach their own children are required to register with the state, but the state does not approve, monitor or inspect them. Rogers later told reporters that the boy had left home angry because she had taken his computer tablet away. Now both Rogers and Allen are facing nine counts of abuse. She said her daughter failed to get on the school bus on her first day of kindergarten and was later found talking to a stranger and his dog at the school, she said. They had a normal life, like I gave my everything to these children - my everything. "So I said, "OK how am I going to do this with all these kids?"

"During the investigation the children thoroughly described the incidents of abuse".

Rogers was taken into custody after the hearing. The police discovered him sleeping under a bush, which triggered suspicions and later led to a chilling discovery that an idyllic-looking two-story house in a suburb was, in fact, a house of horrors. "She has other motives and has conjured up these ideas of torture", Rogers said. Police said their 10 children were tortured and sometimes for sadistic purposes. "We never felt we were doing them wrong".
