British PM Theresa May headed for Cabinet showdown over Brexit

Meanwhile, Mr Johnson made a very public challenge to Mrs May's approach to Brexit when he used an interview with the Daily Mail to warn that the customs partnership option would create a "whole new web of bureaucracy".

May has insisted that the final Brexit deal must honour the agreements in the Northern Ireland peace process and not create any hard border between Northern Ireland and the rest of the United Kingdom, creating the prospect of impasse over the issue.

Under pressure from the European Union to move forward with talks on a future partnership, May must settle on a customs proposal to unite, or at least not tear apart, her government, her party, Britain's parliament and one that could be backed by the EU.

One will consider the Brexiteers' favoured "maximum facilitation" - or "max fac" - solution, based on the use of technology to minimise the need for customs checks once the United Kingdom is outside the EU.

He says the plan - which would involve the United Kingdom collecting tariffs on goods bound for the European Union - has "flaws" and he doubts whether it can be delivered on time. May wishes to have the issues settled before the summit in June, but the committee is deadlocked over the issues.

However, one senior Whitehall insider suggested the move could give the prime minister a "dignified way out" from her customs partnership plan, which has infuriated hard Brexiters who see it as a way of keeping the door open to staying in the customs union.

The Sunday Times said May's article was "an appeal for unity as she enters another perilous phase of her premiership".

The battle is the latest in what is a long series of conflicts waged not only inside her own party, but in Britain's upper and lower houses of parliament and across a deeply divided country since it voted to leave the bloc in 2016.
