How New Abortion Restrictions Would Affect Women's Health Care

The Trump administration is expected to announce new regulations that will forbid health care providers who accept federal Title X funds from performing abortions, and perhaps even from mentioning abortion or referring women to abortion clinics. "We urge the Trump administration to act swiftly to revise the Title X regulations, stopping the flow of Title X dollars to abortion centers".

The Washington Post reported the new requirements are similar to those that were in place, although not enforced, under President Ronald Reagan.

Later this month, the U.S. Supreme Court is set to decide whether to review an Arkansas restriction that threatens to close two of the state's three abortion providers and make it the first state to effectively ban medication abortions.

Because Planned Parenthood has an outsize role in providing federally subsidized family planning services - it serves 41 percent of women who receive them - cutting the organization off from Title X money could have major consequences.

It's a move that revives a Reagan-era regulation and it's receiving both praise and backlash.

"A gag rule would undo protections that #TitleX patients have had for almost two decades - legal protections that healthcare providers can not withhold information about abortion".

"Everyone has the right to access information about their health care-including information about safe, legal abortion-and every woman deserves the best medical care and information, no matter how much money she makes or where she lives". The policy was rescinded under President Bill Clinton, and a new rule took effect requiring "nondirective" counseling to include a full range of options for women.

This means providers would be faced with a choice: either stop providing or talking about abortion or no longer receive Title X funds, which could force them to cut back on services or even close their doors. "We don't believe taxpayers should be funding abortions", she said.

"The "Protect Life Rule" would not cut a single penny of family planning funding", said Mallory Quigley, a spokeswoman for Susan B. Anthony List, said in support of Trump's Title X stance.

One such organisation, Planned Parenthood, said the proposal was "dangerous" and "outrageous" and would "have devastating consequences".

While the change does not affect the level of funding the government is providing, it has raised some alarms about how hard it would be for smaller, community-based providers to absorb the vast number of patients served by Planned Parenthood, should its funding be denied.

It eliminated the Obama administration's focus on all forms of contraception and instead emphasizes abstinence-only sex education and natural family planning methods - neither of which had historically been part of Title X.

The White House said Friday night that the move fulfills Mr. Trump's promise "to continue to improve women's health and ensure that federal funds are not used to fund the abortion industry in violation of the law".

Planned Parenthood on Friday argued the changes would impact access to reproductive health care.

"Forcing doctors to keep information from patients about their health options is unsafe and just plain wrong", the Massachusetts Democrat said.

Federal law now requires the clinics to counsel pregnant women on their options, including adoption and abortion. But as you say, you know, for decades, federal funds have not been used for providing abortion services.

These health centers do not perform abortions, but they do provide services like prenatal and perinatal care, diabetes screening, pap smears, checkups and mammograms, something Planned Parenthood President Cecile Richards has admitted her centers do not provide, despite claims that they do.
