Parents charged with torture after 10 children rescued from home

They found another nine children, "rescued from disgusting living conditions", according to a Fairfield police press release. He was booked into the Solano County Jail on nine counts of felony torture and six counts of felony child abuse.

Rogers told reporters Monday that she called authorities in March after her 12-year-old son didn't come home.

This booking mug released Monday, May 14, 2018, by the Solano County Sheriff's Office shows Jonathan Allen. He was being held in the Solano County Jail in lieu of $1.5 million bail.

The children were removed from their home on March 31.

But officers say the conditions between their first visit in March and their second on Friday had not improved, although they did conduct a search of the home.

The children, who range in age from 4 months to 12 years, were taken into protective custody after they were found living in what police describe as "squalor and unsafe conditions" at the home in Fairfield, north of San Francisco.

Sharon Henry, chief deputy district attorney for Solano County, said she was "horrified" by the statements from the children.

So far the authorities have discovered the children were home-schooled but it is still unclear what the couple did for a living. As a result of the investigation, an arrest warrant was issued for the father of the children. As the investigation continues, Henry said there's a "good chance" Rogers could face additional charges. "I am 30-years-old and I have 11 children and also homeschool all of my children and people don't agree with that lifestyle". All 10 children shared one bedroom, a sleeping arrangement that their mother said is what they wanted. "But absolutely not. My husband is an fantastic person".

She said the "squalor" officers saw while investigating came from her tearing her house apart as she searched for her child. Messages left with the Solano County public defender's workplace weren't returned.

During the tour, the four-bedroom house in Fairfield appeared messy with scuffed walls and animal feces in the bathroom.

Court records do not indicate whether the parents have lawyers. Rogers said she works the graveyard shift as an EKG technician at a heart monitoring company and that Allen is a tattoo artist.

Child protection officials made one prior visit to the home several years ago, Rogers said. "I was afraid I could not find him", she said.

"She informed me she's by no means lived alone and now that her children are gone and her husband is gone, she's only a mess", Quartman stated.

The mother and father would wave when leaving the driveway, however he by no means noticed the youngsters within the yard or heard them taking part in within the yard pool. "This is absolutely appalling", Ina Rogers said, standing in the doorway of her Fairfield home while giving reporters her reaction to charges she and her husband abused, even tortured, their 10 children.
