Meanwhile, House Democrats stood by the Justice Department following the President's demand for an inquiry into the department's actions regarding the Trump campaign.

In a statement yesterday, Rosenstein said he intends to refer any request to the inspector general, which is already looking into claims of political motivations in the investigation of former Secretary of State Hillary Clinton's use of a private email server.

Congressional representatives, with the assistance of top intelligence agency officials, will gain access to sensitive details of the FBI's investigation into Russian election meddling.

Trump remained focused on the issue over the weekend, and on Sunday, in an extraordinary tweet, pledged to "demand" a DOJ investigation into whether the Obama administration was behind this supposed politically-motivated spying. "Things are really getting ridiculous", Trump wrote, noting that so far there was no collusion found by special investigators.

"If anyone did infiltrate or surveil participants in a presidential campaign for inappropriate purposes, we need to know about it and take appropriate action", Rosenstein said in a statement.

Democrats said that the president's threatened investigation would amount to "an abuse of power".

Deputy Attorney General Rod Rosenstein made the request for the DOJ IG to intervene.

Horowitz said his office will look at those claims as well as communications between Steele and Justice and Federal Bureau of Investigation officials.

Late last month, House Intelligence Committee Chairman Devin Nunes, R-Visalia, issued a subpoena to the Justice Department seeking all documents related to the professor.

Some Justice Department officials feared that the president's tweet signaled that he might overrule them and order the department to turn over the material Nunes seeks. Trump tweeted on Sunday.

Rep. Adam Schiff of California, the senior Democrat on the House intelligence committee, has called Trump's claim of an embedded spy "nonsense".

He repeatedly claimed that the investigation has so far yielded no results in its efforts to find proof of collusion between the campaign and Russian Federation, and instead suggested the probe should now look into "corruption in the Hillary Clinton Campaign". "Never mind that DOJ has warned that lives and alliances are at risk".

In an analysis of Trump's Sunday tweets and Rosenstein's subsequent announcement at DOJ, CNN's Stephen Collinson on Monday morning argued that while the president's demand does not appear to be illegal in itself, "some critics believe that Trump's repeated pattern of leaning on the Justice Department and the FBI over the Russian Federation investigation could come close to showing intent that could amount to obstruction of justice".

Giuliani also said that Mueller, in pressing for that interview, told him in a late April meeting that the investigation into president's conduct and possible obstruction of justice could be completed by September 1 if Trump agreed to sit down with investigators.
