Former military intelligence chief Mr Kim, who is now the vice-chairman of his leader's regime, will become the most senior Pyongyang official to travel to the USA since 2000.

But over the weekend, President Moon Jae-in and North Korean leader Kim Jong-un met for the second time in a surprise meeting. during which Mr. Kim committed to sitting down with Mr. Trump.

Details of Pompeo's meet with Kim Yong-chol were not immediately clear.

The U.S. officials are led by Sung Kim, the U.S. ambassador to Manila, who formerly was the U.S. ambassador to Seoul and a top negotiator with North Korea in past nuclear talks.

Kim Chang Son was seen at Beijing airport Tuesday and, asked by Japanese reporters if he was heading to Singapore for talks with US officials, he said he was "going there to play".

While there have been a few instances in which countries were persuaded to abandon their nuclear ambitions in exchange for sanctions relief and compensation, none of the cases are directly applicable to North Korea, which has advanced its nukes further and with greater zeal than any of the others.

When he was asked by a reporter at the Beijing airport if he was flying to Singapore for talks with the U.S., he said he was "going there to play", according to footage from Nippon TV.

Preparations for the summit is in full swing, White House confirmed.

"If we could hold working-level, back-to-back talks on both sides of Panmunjom if urgently necessary in addition to formal summits, it would expedite advancement of inter-Korean relations", he said.

Kim Yong Chol previously was chief of the Reconnaissance General Bureau, a top North Korean military intelligence agency, and has spent almost 30 years as a senior member of the intelligence community.

Sanders today said President Trump will meet with Prime Minister Shinzo Abe of Japan on June 7 at the White House.

The key to the denuclearization deal is seen to be the extent North Korea is willing to accept complete, verifiable and irreversible dismantlement (CVID) of its nuclear program.

It comes less than a week after Mr Trump wrote to Kim Jong-Un cancelling the summit, which was planned to take place in Singapore next month.

Earlier this month, the president scrapped a meeting with Kim because of a harsh statement made by North Korea. But it wasn't immediately known what else he would do in the United States. But there are lingering doubts on whether Kim will ever fully relinquish his nuclear arsenal, which he may see as his only guarantee of survival in a region surrounded by enemies. The 72-year-old Kim has served as an official in all three North Korean leaders' governments.

"The U.S. maneuvers which have been conducted in South Korea every year are the root cause of disturbing the peace and stability on the Korean peninsula as they are staged under the simulated conditions of a preemptive attack and total war against the DPRK without exception", the commentary reads.

But Kim, through two summits with Chinese President Xi Jinping in March and May, has called for a phased and synchronised process in which every action he takes is met with a reciprocal reward from the United States.
