Division I Eliminates Permission-to-Contact Transfer Process

The council adopted a process this week that will allow athletes to transfer to another school without seeking permission from their current school. The new process allows the athlete to notify his current school of his desire to transfer and will then require the school to enter the student's name into a database within two business days of the request.

American Football Coaches Association executive director Todd Berry lobbied for the redshirt rule change for years and reiterated it had "unanimous" support from the coaches. In turn, the player's name will be added to a national "transfer database" which allows coaches from other programs to contact that player without restrictions. "Coaches will appreciate the additional flexibility and ability to give younger players an opportunity to participate in limited competition". The new rule will allow football players to not use up a season if they play in a small number of games due to an injury or other possible situations.

College athletes will no longer need permission from their coach or school to transfer and receive financial aid from another school.

The rule changes were decided by the Division I Council in Indianapolis this week. The change will come with stricter tampering rules to help appease coaches who worry illegal recruiting could rise.

Though the national rule is changing, individual conferences still have the right to implement more restrictive transfer rules.

Berry was extremely optimistic about the proposal's chances following the AFCA Convention in January, was less positive in March and cautious in April, when the proposal was tabled over questions about timing, the number of games and potential application to other sports.

"I think this new rule will be a great opportunity for a student-athlete and their overall college experience", Mendenhall said in a statement provided by a spokesman. "This will clean the process up and give more influence and flexibility to the student-athlete". "Redshirt football student-athletes are more likely to remain engaged with the team, and starters will be less likely to feel pressure to play through injuries", said council chair Blake James, athletic director at the Miami (Fla.). As of now, schools can not cut off an athlete's financial aid based on intent to transfer at the end of a term - but the NCAA will vote on two different proposals that would allow institutions to end aid after an athlete's intent to transfer has been made clear.

The previous rule was scrutinized as transferring players were limited in what schools they were able to choose from after being blocked from specific programs.
