House GOP Immigration Compromise Teeters Ahead of Votes

The sticking point is that the legislation would also provide a pathway to citizenship for almost 1.8 million so-called "Dreamers", illegal immigrants brought to the U.S.at a young age.

"First, there are more than 2,000 children already separated from their parents; the executive order does nothing to address that nightmare", said Michelle Brané, director of the Migrant Rights and Justice Program at the Women's Refugee Commission.

Trump said there was a need to sustain his "zero tolerance" policy to prevent crime.

"And the last thing we want to do is have an incentive for illegal immigration and open borders".

After a downturn a year ago, the flow of migrants from Central America and Mexico has surged since October.

Almost all of the arriving families, and many others, have officially requested asylum, citing the high levels of violence in their home countries.
