PM calls premiers to autumn meeting to reduce internal Canadian trade barriers

Canadian Prime Minister Justin Trudeau, who faces a tough re-election bid in October 2019, shuffled his cabinet on Wednesday (Jul 18) in an effort to tackle his most serious domestic and global challenges.

Carr's new portfolio, renamed from global trade, is a nod to current trade tensions with the United States.

Carr was at the Natural Resources helm during the government's recent C$4.5 billion ($3.46 billion) purchase of Kinder Morgan's controversial Trans Mountain expansion, which would almost triple the current system's capacity to 890,000 barrels per day of crude from Alberta's oil sands to the country's west coast.

Provincial elections are also looming in Alberta and Quebec that could result in governments opposed to Trudeau's agenda, even as the Liberals continue to face resistance from B.C. over the Trans Mountain pipeline.

Trudeau put the controversial pipeline file in the hands of Amarjeet Sohi, who represents an Edmonton riding. He had served as parliamentary secretary to Environment Minister Catherine McKenna.

Canadian Prime Minister Justin Trudeau announced a reshuffle of his Cabinet on Wednesday.

The Winnipeg MP, who previously led the outward-looking Business Council of Manitoba, is taking on the job of Canada's top travelling salesman as the country chases a goal it has pursued in fits and starts for 45 years: diversifying its trading relationship beyond an undue reliance on the United States.

As for Trudeau describing conservatives in Canada and around the world as fearmongers, including, apparently, the 5.6 million Canadians who voted Conservative in the 2015 federal election, since Trudeau didn't draw a distinction between conservative politicians and conservative voters, this is standard operating procedure for Liberal politicians in Canada. Wilkinson, a businessman with experience in the environmental sector, will be called on to assuage such concerns.

Minister of Canadian Heritage Melanie Joly rises during Question Period in the House of Commons on Parliament Hill in Ottawa on April 19, 2018. His appointment as infrastructure minister is instead being viewed as a lateral move at best given that Sohi had already done much of the heavy lifting on the file.
