Prime Minister Binali Yildirim now goes down in history as the 27th and final holder of the post in Turkey.

He won re-election on June 24, with 52.59 per cent of votes.

Describing the monumental change as a "new beginning", he vowed at a later ceremony at his vast Ankara presidential palace to be the president of all 81 million Turks.

Erdogan, who has transformed Turkey in 15 years of rule by allowing Islam a greater role in public life and boosting its global stature, took his oath in parliament for a five-year term after his June election victory.

Turkey has removed a clause, which stipulated a five-year term for the central bank governor, in an emergency decree published shortly before President Recep Tayyip Erdogan was sworn in as the country's first president under the new executive presidency system.

"Turkey is leaving behind a system which cost the country politically, socially, economically", Erdogan told the crowd, comprised also of dozens of foreign leaders and dignitaries.

Erdogan, 64, says a powerful executive presidency is vital to drive economic growth, ensure security after a failed 2016 military coup and safeguard Turkey from war across its southern border in Syria and Iraq.

Its commentator Asli Aydintasbas wrote: "I don't think it would be an exaggeration to say that we entered a "second republic" era", after the republic set up by Turkey's secular founder Mustafa Kemal Ataturk.

"In a telephone conversation with President Erdogan this evening, President Buhari expressed the hope that the results of the recently held elections will strengthen democracy and lead Turkey towards more economic prosperity", the statement read in part.

"Most powers will be concentrated in his hands, there will no longer be a prime minister, and nearly none of the checks and balances of liberal democracies will be present".

No major Western leader featured on a list of 50 presidents, prime ministers and other high-ranking guests.

Among them were Russian Prime Minister Dmitry Medvedev, Venezuelan President Nicolas Maduro and Qatari Emir Sheikh Tamim bin Hamad Al Thani. North Atlantic Treaty Organisation member Turkey's relations with its Western allies have been strained by disputes with the United States over military strategy in Syria and by European Union criticism of Ankara's large-scale purges of state institutions, armed forces, police and media following the failed coup.

There are 16 ministers in Erdogan's streamlined new cabinet, which Erdogan has said will be more efficient and act faster.

Erdogan will face immediate and major challenges in his second term, posed by an imbalanced fast-growing economy and foreign policy tensions between the West and Turkey, a North Atlantic Treaty Organisation member.

The decree did not state an alternative term length or re-appointment process for the central bank governor, or what new requirements for deputy governors would be.
