The president then touted all the good that has come from his meetings with North Korean leader Kim Jong Un and Putin, including the return of the remains of US soldiers from North Korea.

Pompeo first met with Kim in Pyongyang, the North Korean capital, on Easter weekend and again in May to help prepare for Trump's summit with Kim. It represented the culmination of three months of intense diplomacy, following Kim's New Year's Day change of heart on January 1.

Kim Kwang-ho, 79, was among some 14,000 refugees who were ferried to South Korea by the American freighter SS Meredith Victory in December 1950 in one of the world's largest humanitarian operations.

Still, South Korea has failed to persuade the North to accept its long-standing proposal for more frequent reunions with more participants.

Moon will not be able to promise Kim any concrete economic measures - not without the backing of the Security Council's veto-wielding five permanent members, also known as the P5 (namely China, France, Russia, Britain and the US). Those 10 days turned into 68 years.

For Moon, there will be pressure from the USA to follow through in encouraging Kim to take a concrete step toward what Washington would consider denuclearisation. No one has had a second chance to see their relatives.

Seoul supports this objective, but Moon can not promise Kim that he'll be able to bring the United States along. The last meeting took place in 2015. Also on the ship were the parents of South Korean President Moon Jae-in, who described the evacuation as a "voyage of freedom and human rights" in a speech in Washington previous year.

The two Koreas have held a total of 20 in-person family reunions and seven video reunions since 2000 when the first inter-Korean summit of President Kim Dae-jung and North Korean leader Kim Jong-il, father of Kim Jong-un, was held in Pyongyang.

The difference in the siblings' family names is a product of the Korean Peninsula's division - each country uses different English transliteration rules, so Lee in the South is spelled Ri in the North.
