NCAA announces sweeping reforms for college basketball | Lexington Herald Leader

Changes in the amateur model promised by the Condoleeza Rice-led commission in the wake of the FBI investigation into shoe companies and college basketball are on the way.

The NCAA announced major rule changes for college basketball Wednesday.

In the past, if a college basketball player declared for the draft, they had until 10 days after the draft combine to return to school.

Student-athletes can now take up to 15 official visits, which begins August 1 before their junior year.

One notable player that may have fallen under this rule this year had it been in place is Trevon Duval, who went undrafted when he declared for the NBA Draft after just one season at Duke.

The NCAA will now allow "elite" high school and prospective college athletes to be represented by an agent, while also permitting players to return to school if undrafted by the National Basketball Association, according to Shams Charania of Yahoo Sports. Athletes returning to school would have to demonstrate need for assistance. The NCAA would establish a fund to help schools that financially would struggle to meet this requirement.

A move like this will facilitate contact between NBA teams and high school prospects directly, while allowing the NCAA to retain its talent if players go undrafted after the league has selected its top 60 players in the NBA Draft.

The group addressed the NCAA, AAU basketball, the NBA and its players' union, for contributing to "a crisis in college basketball (that) is foremost a problem of failed accountability and lax responsibility". "Those who break rules face stronger penalties, including longer postseason bans, longer head coach suspensions, increased recruiting restrictions and additional fines".
