Spain to invest $35 million in initial costs of migrant influx

Madrid expects to spend 30 million euros on the early stages of migrant arrivals, and Juncker said the European Union was treating as a priority a request for emergency assistance for its border police.

On Tuesday, the new leader of Spain's conservative opposition, the Popular Party, Pablo Casado, said Madrid must change its approach to immigration otherwise "millions" would arrive from Africa.

Spain's maritime rescue service says it has saved almost 1 000 migrants attempting the perilous crossing of the Mediterranean to Europe from North Africa over the last two days.

As reported by Spain's El Pais newspaper online, Casado accused Spanish Prime Minister Pedro Sánchez of the Socialist (PSOE) party for his stance on immigration, arguing it incites more migrants to make the unsafe journey and supports criminal organizations.

Just since Friday more than 1,500 migrants have landed in the southern province of Cadiz in Andalusia, with the majority of the new arrivals funnelling through Algeciras.

During a fact-finding visit to Algeciras on Saturday, interior minister Fernando Grande-Marlaska denied there was a "collapse" in the system to receive migrants, saying the situation is "absolutely under control and controllable".

Police and charities say the response to the surge has been unplanned and understaffed. She added: "When Italy closed its ports and the route to Greece was harder, this made more migrants head to Spain".

On Sunday, 62 migrants escaped from a warehouse which had been turned into a temporary shelter in the port of Barbate in Cadiz.

The authorities have not had not enough blankets, mattresses and even food for the migrants who arrived in recent days, said Ana Rosado, an activist with the Andalusian Pro-Human Rights Association (APDHA) which provides aid to the new arrivals.

"Rather than a pull factor, we could talk about a lack of foresight in the last years of the previous government, which did nothing about increasing arrivals, and obliged this government to take urgent steps", Sanchez's office said in a statement.

But he added: "Six hundred people is not massive compared to 1.3 million" Syrian refugees now in Jordan.
