California Commits to 100 Percent Renewable Energy By 2045

Brown timed the signing of the bill to kick off this week's global climate summit that will bring officials and activists from around the world to San Francisco.

Brown hailed the move as another example of the state's global leadership on environmental initiatives as the Trump administration backs away from such policies.

"California is committed to doing whatever is necessary to meet the existential threat of climate change", Mr. Brownsaid in his signing message. Others say the goal of 100 percent renewables is not realistic because wind and solar power are not always available. "We've reached all these great goals with renewables, but at the same time our families have paid the price with an increase in their electric bills every year", said Devon Mathis, R-Visalia, during the Assembly debate.

When the EPA released the rule last month, Acting EPA Administrator Andrew Wheeler said the Affordable Clean Energy Rule would "empower states to reduce greenhouse gas emissions and provide modern, reliable, and affordable energy".

Opponents included major utilities, such as Pacific Gas and Electric and Southern California Edison, oil interests like the Western States Petroleum Association, and the California Farm Bureau Federation and California Chamber of Commerce. The bulk of that is solar energy.

This leaves the door open to carbon-neutral power generated by nuclear reactors, geothermal sources or even natural gas, if CO2 emissions are converted into fuel or syphoned off into secure storage underground, a technology known as carbon capture and storage.

Assemblywoman Lorena Gonzalez Fletcher, D-San Diego, stood next to Brown at the bill signing and was handed his pen as a keepsake.

"California, as a very prosperous economy, is taking aggressive action on climate change", Brown told AFP by phone when asked if the new measure will inspire others.

"If we're going to have these first-in-the-nation laws, we want to see first-in-the-nation benefits", said Rob Lapsley, president of the California Business Roundtable.

California is the most populous state to agree to such aggressive decarbonization and only the second state to formalize such a pledge in legislation, after Hawaii.

The companion executive order Brown signed directs the state to achieve "carbon neutrality" no later than 2045.

The bill specifically requires that 50 percent of California's electricity to be powered by renewable resources by 2025 and 60 percent by 2030, while calling for a "bold path" toward 100 percent zero-carbon electricity by 2045.
