Doc Shows Trump Transferred $10M From FEMA To ICE

At the height of hurricane season, President Donald Trump authorized the transfer of almost $10 million in money intended for the Federal Emergency Management Agency for use in United States Immigration and Customs Enforcement detention centers, a newly released document shows.

In a statement to MSNBC, the Department of Homeland Security (DHS)-which requested the $10 million in an effort to provide more funding for Immigration and Customs Enforcement's (ICE) detention and deportation programs-confirmed that it did transfer the money away from FEMA, but insisted that none of the funds came from the agency's disaster response and recovery efforts.

In a tweet Tuesday night, DHS spokesman Tyler Q. Houlton said the money came from FEMA's routine operating expenses, and "could not have been used for hurricane response due to appropriation limitations".

Yoder's campaign says that the $10 million transferred from FEMA was not money that could be spent on disaster relief or preparations.

The agency that spearheads the federal response to natural disasters is down almost $10 million out of its $15 billion budget.

The documents showed that the Department of Homeland Security had altogether shifted more than $200 million from other accounts into immigration enforcement, according to The New York Times.

$9.8 million in funding is being transferred by the Trump administration, away from FEMA and to ICE. An estimated almost 3,000 Puerto Ricans died in the wake of Hurricane Maria previous year and many - including the San Juan mayor - have been critical of what they call a lackluster and underwhelming response to the devastation.

The Department of Homeland Security inspector general has begun a probe into Long's use of government cars in his frequent six-hour drives between Washington, D.C. and North Carolina.

Oregon Democratic Sen. Jeff Merkley, an outspoken critic of the border policy, released a document Tuesday showing the transfer.

FEMA even contacted Merkley's office to explain the facts - to no avail. "Hurricane Florence is expected to bring historic flooding and massive devastation to the Carolinas, and Senator Tillis is focused on making sure North Carolinians stay safe and that we have the federal resources needed to respond and recover", the statement read. But in the past, Congress has criticized ICE's mismanagement of money. It just needs to get permission from the relevant appropriations subcommittee chairs in the House and Senate. Since Republicans are in the majority for both the House and Senate, those lawmakers lead the committees.

"These are real shenanigans that need to be reined in, not just from a good governance standpoint but also from the standpoint that these are other accounts that need the money", Small said. That includes staff, meetings and exercises, he said - all crucial to readiness for the next hurricane season.
