Hurricane Florence Lashes Carolinas, Bringing Life-Threatening Flooding

An estimated 3 million people across the Carolinas could be without power before long, and the lights may be out for weeks in some areas, said the region's largest provider, Duke Energy.

General O'Shaughnessy said there were about 7,000 USA military personnel now in place and ready to respond to the storm, along with ships, helicopters, high-wheeled vehicles and other equipment.

Once a Category 4 hurricane with winds of 140 miles per hour (225 kph), the hurricane was downgraded to a Category 1 on Thursday night.

North Carolina's governor, Roy Cooper, said Florence was set to cover nearly all of the state in several feet of water. "Today the threat becomes a reality", he said.

Enough rain could fall to break North Carolina's record for a tropical storm - 24 inches - set near Wilmington during Hurricane Floyd in 1999, said Greg Carbin, chief of forecast operations at the Weather Service's national prediction center. Forecasters are predicting as much as 40in of rain in some localized areas.

The storm's centre was about 180km east of Wilmington, North Carolina, at 2pm local time (18:00 GMT) but tropical storm-strength winds and heavy rains already were hitting North Carolina's Outer Banks barrier islands.

Cooper also requested additional federal disaster assistance in anticipation of what his office called "historic major damage" across the state. But even that is unlikely to help much in a severe flood. Some are pet-friendly, and others are not.

In addition, the home rental company AirBnb activated its emergency "Open Homes" program this week for owners wanting to volunteer their houses to evacuees, and program membership doubled from 250 to more than 500 from Wednesday to Thursday.

The Hurricane Florence has began to unleash fierce rains across the U.S. southeast.

More than a million people along the coastlines of North Carolina, South Carolina and Virginia have been ordered to evacuate.

"We have a mental health person, we have social workers, we have in some cases, we have law enforcement in the building", said volunteer John Edwards, who was volunteering at the American Red Cross shelter in Greensboro Thursday. It's now pummeling the coast of North Carolina with 90mph winds and heavy rain, the CNN reported Friday.

She said a hurricane has a way of bringing everyone to the same level.

The camp's staff has a wish list on the website where people can purchase items such as sheets and towels that evacuees need or donate to the camp's utility costs. "We're able", he said.

A 2016 study by the Environmental Working Group and Waterkeeper Alliance identified more than 4,000 animal waste pits in North Carolina where pig and chicken excrement is collected. The SPCA of Northeastern NC asked the community to foster any animals without hurricane-proof kennels. "But we are going to do everything we can". "It's a really tiny town".

Officials have said they are taking precautions to protect sensitive sites.

"We've got to quickly understand the damage that's been done to the transportation systems, the communication systems, the power systems, and we are positioning, and have bene positioned for multiple days now, to get those critical lifelines back up and stable as quickly as we can", he said.

He also disputed the official conclusion that almost 3,000 people died in Puerto Rico, claiming the figure was a Democratic plot to make him look bad.
