A "phenomenal" 83-foot wave stirred in the eastern quadrant of Hurricane Florence early Wednesday morning, according to Eric Christensen, a senior marine meteorologist at the National Hurricane Center.

As of 11 a.m., the Category 4 storm was centred 485 miles (785 kilometres) southeast of Wilmington, moving at 15 mph (24 kph) with the potential for 1 to 3 feet of rain in places - enough to touch off catastrophic flooding and an environmental disaster, too, if the water inundates the region's many industrial waste sites and hog manure ponds.

Maryland, North Carolina, South Carolina, Virginia and Washington states have all already declared states of emergency ahead of the storm.

The Canadian government has warned citizens against travel to the stretch of the U.S. East Coast that is expected to be hammered by Florence.

Helene was weakening, however, and posed no danger to land, the NHC said, while Isaac could bring heavy rain to Martinique, Dominica and Guadeloupe.
