Juncker also said the European Union will always show "loyalty and solidarity" with Ireland on the issue of its border with Northern Ireland.

Speaking to LBC, he said: "On Brexit, actually he was reasonably positive".

"It is not right that one member state was able to hold the renewal of our arms embargo on Belarus to ransom, or that sanctions on Venezuela were delayed for months when unanimity could not be reached", the former Luxembourg prime minister added.

"The European Commission is today proposing to strengthen the European Border and Coast Guard to better protect our external borders with an additional 10,000 European border guards by 2020".

European Union chief Brexit negotiator fuelled speculation of a new approach to talks when he told a conference earlier this week that a deal with the United Kingdom within eight weeks was "realistic". In his speech, Juncker criticised the U.S. administration for its "selfish unilateralism".

He said that the EU's relations with Africa must no longer be seen "from the sole perspective of development aid".

"You wouldn't get away with handing out fliers inciting terrorism on the streets of our cities - and it shouldn't be possible to do it on the internet, either", European Union security commissioner Julian King said in a statement.

He said that when united, the European Union was a force to be reckoned with.

Juncker also called for the strengthening of the euro as a global currency, a challenge to the dollar as the world's leading currency, as part of efforts to bolster the EU's standing in the world.

Mr Juncker also said: "The United Kingdom will never be an ordinary third country for us".

"We must do more to allow our single currency to play its full role on the global scene", Mr Juncker said.

"It is absurd that Europe pays for 80 percent of its energy import bill - worth €300bn a year - in USA dollars when only roughly 2pc of our energy imports come from the United States", he said.

"I am not suggesting that we are on the verge of a similar catastrophe in Europe", he said.

Twitter (TWTR) and YouTube owner Google (GOOGL) had already agreed to work with the European Union on a voluntary basis to tackle the problem. "But we will equally be very outspoken should the British government walk away from its responsibilities under the Good Friday Agreement", he said.

Many nations have expressed concern about having their borders policed by staff from other countries, even if they are European partners. "Let's embrace the kind of patriotism that is not directed against others, and let us decry kneejerk national which attacks others and seeks scape goats rather than looking for solutions that allow us to co-exist better".
