Trump Warns He May Declare National Emergency to Secure Border Wall Funding

"I informed my folks to say that we'll build a steel barrier", Trump told reporters after returning to the White House from a senior staff meeting at Camp David, Maryland.

On Friday, Trump met congressional leaders from both parties amid an impasse over his demand for billions of dollars for a border wall with Mexico.

And while Trump's blend of bluster and bullying is hardly new - and at times can produce results - his self-professed deal-making skills are now facing a bigger test against newly empowered Democrats.

The White House lays out President Trump's priorities in a letter to the House Appropriations Committee as the shutdown continues in Washington; Kevin Corke reports.

With no weekend breakthrough to end a prolonged partial government shutdown, President Donald Trump is standing firm in his border wall funding demands and newly empowered House Democrats are planning to step up pressure on Trump and Republican lawmakers to reopen the government.

Building a wall along the 2,000-mile (3,200-kilometer) US-Mexico border was a central plank in the 2016 election campaign of Trump, who has sought to equate immigrants with crime, drugs and gangs.

The letter includes a request for $800 million for "urgent humanitarian needs", a reflection of the growing anxiety over migrants traveling to the border - which the White House said Democrats raised in the meetings.

The National Emergencies Act allows the president to declare a national emergency, providing a specific reason for it. The proposed wall is reportedly going to be made from steel, which Trump told reporters would be "less obtrusive" and "stronger". And he claimed, without evidence, that some ex-presidents had told him to push for the wall. Nevertheless, traditional business models are no longer sustainable and high-quality publications, like ours, are being forced to look for new ways to keep going. He said much of the wall had been built, though it hasn't. "They don't like concrete, so we'll give them steel. I think that's by intention", he said.

Administration officials have acknowledged that they were not prepared for the potential consequences of an extended shutdown and Trump's decision to demand wall funding.

One emergency law permits the president to order "military construction projects" using funds already available in the military budget. Every hour that goes by this week without a deal makes it more and more likely that some 800,000 federal workers - even those who have been required to work over the 17 days of the partial shutdown, would not be getting paid. And hundreds of government scientists say they will miss crucial opportunities to exchange research and ideas because the shutdown is stopping them from attending major scientific conferences about technology, space exploration and climate change.
