US House passes bills that would end government shutdown, without wall funds

The first bill provided funding for the Department of Homeland Security, and the second provided other agencies with enough funding to reopen the government.

When Pelosi announced that the first legislation to pass under her leadership would be bills ending the partial government shutdown - bills that had already won strong Republican support in the Senate past year - McConnell quickly responded that he would not bring them to the floor because Trump would not sign them. Trump is demanding billions of dollars to build a wall along the US border with Mexico, which the Democrats have refused.

And at the end, the two sides seemed no closer to resolving their standoff over funding a border wall that has forced a partial government shutdown now hitting the two-week mark, with the possibility of lasting much longer.

In one of the first acts of the new Congress, the House passed a short-term bill funding the Department of Homeland Security for about a month and a measure providing money for every other federal department or agency now without funding through the rest of the fiscal year, which goes through September. Late in the day, Trump made an attention-getting appearance in the White House briefing room with a belligerent demand for a wall on the Mexican border.

New Speaker of the House Nancy Pelosi (D-Calif.) has said she won't support funding for a wall, saying it's expensive and ineffective. "Does anyone have any doubt that we're not doing a wall?"

But that did not deter House Democrats. Democrats have called the wall immoral, ineffective and medieval.

On Thursday, Democratic Leader Chuck Schumer urged McConnell to put the House Democratic package on the Senate floor and send it to Trump.

"I see myself as a bridge to the next generation of leaders, a recognition of my continuing responsibility to mentor and advance new Members into positions of power and responsibility in the House Democratic Caucus", Pelosi said in a statement at the time.

So far, she has spoken out against using such a powerful political cudgel against him, arguing that the explosive step would likely mobilize Republican voters eager to protect the president.

They're set to approve a rules package on Thursday that sets a new tone for governing. The House Democrats scheduled votes for their legislation to reopen the government just hours after the swearing-in ceremonies wrapped up. "Without a very strong form of barrier, call it what you will, but without a wall you can't have border security it won't work".

The shutdown has lasted 13 days without any signs of compromise or earnest negotiations, with Democrats largely unifying and a number of Republicans flummoxed over Trump's strategy.

It also includes a separate measure to fund the other departments closed by the shutdown, providing money until the end of September.

Pelosi said the House would not move quickly to impeach Trump, but would not shy away from doing so if it was warranted. "There will be a moment when the votes are there in the Senate, and McConnell doesn't let it pass", he said. You can not have border security.
