White House Drafting $7 Billion National Emergency Draft Wall Plan

White House Drafting $7 Billion National Emergency Draft Wall Plan

Trump said that should Congress not agree to fund a wall, he will allow the government to close again or - wading into legally questionable territory - declare a "national emergency" and attempt to allocate the funds himself without approval.

Cassidy's remarks come after President Trump signed a spending bill Friday that ended the longest partial government shutdown in history and will also keep the government open until February 15.

The Pentagon has assisted the Department of Homeland Security in the past.

The report cited more of what it said was wording included in a version of the draft that a US official told the outlet was updated at least last week, "Now, therefore, I, Donald J. Trump, by the authority vested in me by the Constitution and the laws of the United States of America, including the National Emergencies Act (50 U.S.C 1601, et seq.), hereby declare that a national emergency exists at the southern border of the United States". "Build the Wall and Crime will Fall!"

"There would immediately be a lawsuit", said Washington Democrat Adam Smith, in a C-SPAN "Newsmakers" interview to be initially broadcast on Friday.

The deal did not include wall funding, as Trump had demanded.

Sen. Bill Cassidy said Saturday all of Congress except House Speaker Nancy Pelosi is conceding that a barrier along the southern border would be an effective way to help stop the flow of illegal immigrants into the United States.

"It was taking care of millions of people who were getting badly hurt by the Shutdown with the understanding that in 21 days, if no deal is done, it's off to the races!" That would give the president authority to pull from military construction funds and civil works projects.

According to CNN, if the declaration is made, the Army Corps of Engineers would be deployed to construct the wall, which could partly be built on private property and would therefore require the administration to seize the land, which is permitted if it's for public use.

His first hearing as chairman, on January 29, will be about the Defense Department's deployment of 5,900 active-duty troops and 2,100 National Guard forces to the U.S. -Mexico border.

"President Trump should stop trying to use our military as a prop", said Reed, of Rhode Island.
