California Gov. Newsom Will Withdraw National Guard From Border

Governor Gavin Newsom is set to withdraw several hundred troops from the U.S. -Mexico border on Monday. Another 150 will expand the Guard's federally funded, state-coordinated Counterdrug Task Force (CDTF), and 100 will focus in on conducting counter narcotics search and seizure operations targeting transnational criminal organizations around ports of entry. Jerry Brown- deployed the California National Guard previous year, but placed severe restrictions on how and where the troops could be used by the Trump administration.

Prior to Newsom's inauguration as governor, former Gov.

Newsom's and Grisham's actions are a fresh, if symbolic, affront to President Donald Trump's description of an immigration crisis on the nation's southern border.

"The border "emergency" is a manufactured crisis, and California will not be part of this political theatre", Newsom plans to say in his Tuesday State of the State address, according to excerpts released by his office. The efforts to counter the Trump Administration's immigration enforcement increased last summer after outcry over the separating of families at the border. That change requires approval from the U.S. Department of Defense.

The move was a rebuke to President Donald Trump, who won election in 2016 partly on a populist pledge to build a wall on the southern USA border which he said in his campaign Mexico would pay for. As NPR's Greg Myre has reported, the National Guard and other troops at the border are limited to providing surveillance and other support roles.

Newsom, who in his position serves as the Commander-in-Chief for the California National Guard, explained that for about 360 members of the California National Guard now working at the U.S. -Mexico border at the request of the White House for help in federal government in border operations, new plans are to draw them down by March 31, and specifically reassigned them. They can not act as a police force or make arrests.

"Now, the Trump Administration is using the California National Guard to free up federal resources to pursue and lock up women and children fleeing violence, instead of focusing on serious drug cartel and human trafficking cases at the border", De Leon wrote in a June 2018 letter to Brown. "And the California National Guard will not be enforcing federal immigration laws". "However, there is a gray area", Baldwin said. And on his first full day in office last month, Newsom said he had directed California National Guard Adjutant General David Baldwin to prepare "a menu of options".
