Gavin Newsom To Scale Back, Not Abandon, California's High-Speed Rail

That's despite his comments Tuesday that there "isn't a path" right now for the project. Newsom did not, however, cancel a portion of this rail line that will stretch from Bakersfield to Merced and is already under construction.

Newsom said he would not give up entirely on the effort and will continue to seek additional funding. That's a stipulation of federal dollars the state has already received. "The current project, as planned, would cost too much and take too long". But his spokesman Nathan Click said he's not walking away from it.

"Fake news", Newsom wrote on Twitter.

Newsom, though, said there's been a "gray area" in the troops duties that may have allowed some to inadvertently participate in immigration activities, although a Guard official said the state's troops have not helped detain anyone. "These cities need to summon the political courage to build their fair share of housing".

In addition to immigration, the governor criticized the White House on health care as "laser-focused - has been for years - on destroying the Affordable Care Act", blaming the end of the individual mandate to purchase insurance coverage for a sharp increase in premiums on California's state-run health care exchange.

He said he has convened a team of the nation's best bankruptcy lawyers and financial experts from the energy sector to work with his administration to develop a strategy to protect the state's power grid, wildfire victims, company employees and ratepayers. In his address, Newsom called the lack of access to clean drinking water "a moral disgrace". The latest estimates put the project's cost at $77 billion and a completion date set for 2033.

"Let's level about the high speed rail", Newsom said inside the state Capitol building in Sacramento. It's about economic transformation and unlocking the enormous potential of the Valley.

That caveat led to outrage from some critics who said Newsom should pull the plug on the entire project, which has skyrocketed in cost to more than $70 billion.

Newsom also is replacing Brown's head of the board that oversee the project and is pledging to hold the project's contractors more accountable for cost overruns.

In his wide ranging speech that announced a number of new initiatives to address problems such as homelessness and Alzheimer's, Newsom compared Trump's "so-called emergency at our border" to President George W. Bush opposing same-sex marriage during a State of the Union address.

Newsom disputed Trump's claim there is a crisis on the border and any need for National Guard troops was eliminated when Trump chose earlier this month to add 3,750 more US troops at the border. He also wants to expand California's Medicaid program, Medi-Cal, to immigrants under age 26 living in the state illegally. He spent his first month in office traveling to different parts of the state promoting his ideas on housing, juvenile justice and the environment.
