New Zealand PM raises alarms about social media sites after massacre

No users had filed complaints with Facebook about offensive content in the livestream, it said, adding that its first user complaint came over the archived copy, 12 minutes after the 17-minute broadcast ended.

In New Zealand, Prime Minister Jacinda Ardern said in a Tuesday speech that the social-media giants must account for their role in aiding the videos' rapid spread. In a news release, Facebook revealed that its first report of the revolting 17 minutes of footage didn't come in until 12 minutes after the broadcast was over - almost 30 minutes after it began.

"It is simply incomprehensible and unacceptable that Facebook can not prevent that kind of content being streamed to the world", he said. It was later shared in millions on other social media platforms.

The attack at two mosques in Christchurch killed 50 people and left 30 more in hospital, nine of whom are in critical condition in intensive care.

"We are in the process of contacting other New Zealand and leading global investors, seeking their support for this initiative", Whineray said.

Fernandes posted messages on rival Twitter (twtr), where he has 1.3 million followers, explaining that he could no longer be a part of Facebook after the killings were live-streamed.

"We're asking all of the platforms... to take immediate steps to either put in place systems, processes, algorithms or artificial intelligence that stops this kind of event", he said.

In a statement, Facebook said it was working around the clock to prevent the shooting video showing up on the platform. "It can not be a case of all profit, no responsibility".

The sheer size of sites like Facebook and YouTube mean that if even a small percentage of content that's created to fuel hate or violence is able to make it through the censors ー and even if it's then only available for minutes before a human takes it down ー thousands of people can still see it, download it, and share it again on sites like 8chan, as the New Zealand video was.

"Some variants such as screen recordings were more hard to detect, so we expanded to additional detection systems, including the use of audio technology", Sonderby said.

EFF also called for guidelines that urge social platforms to be transparent about how many posts and accounts they remove, and give users notice and a chance to appeal if one of their posts is taken down. Facebook's systems automatically detected and removed the shares that were "visually similar" to the banned video, Sonderby said. An 18-year-old, not involved in the attack, was charged after he shared the video and posted a photo of one of the mosques along with the phrase "target acquired". "This incident highlights the importance of industry cooperation regarding the range of terrorists and violent extremists operating online".

And Downing Street said social media companies needed to act "more quickly" to remove terrorist content.

A Microsoft representative said the company received the chairman's letter "and we're ready to work with him, the committee and with others to address the issues he raises".
