Trudeau also said a re-elected Liberal government would take steps to address housing speculation by foreign buyers that is driving up housing prices - including what Trudeau called a "modest" 1 per cent national speculation and vacancy tax to be levied on non-resident, non-Canadian homeowners.

Earlier on Wednesday, Trudeau beamed alongside his wife, Sophie, in Ottawa, after asking Governor General Julie Payette, the head of state, to dissolve parliament.

However, opinion polls indicate it will be a tough race with Trudeau's Liberal Party tied neck and neck with the opposition Conservatives, with over 30 per cent support each.

Trudeau and the Liberal Party are entering the 2019 fall election campaign with many believing the government has delivered on some core promises.

The prime minister was found by a federal ethics watchdog to have improperly tried to influence a former minister over the prosecution of SNC-Lavalin, a major engineering and construction company facing a criminal trial.

"When you know you're voting for a candidate, a party, and a leader who has your back, who earns your trust, who never lets you down", she said.

Two other parties, the social democratic New Democrats (with strength in British Columbia and Alberta and parts of Ontario) and the environmental Greens (with potential in progressive urban areas), will mount spirited, and perhaps consequential, campaigns that will siphon votes from the two major parties. Reporters and campaign staff were stunned when they heard a loud scraping sound as the bus dragged under the plane's left wing.

"I do not engage in personal attacks but I will be very, very sharp on distinctions around policy", he said on Wednesday.

But Mr Trudeau may not win enough seats to govern by himself after a series of missteps that called into question his leadership while cutting into his once sky-high popularity. Now, it's his turn to face opponents who are unproven campaigners.

Conservative leader Andrew Scheer, 40, holds the record as the youngest speaker ever in Canada's House of Commons.

He was elected as leader of Canada's Conservative Party in 2017 and the party generally supports a strong federal system of government.

The separatist Bloc Quebecois, under new leader Yves-Francois Blanchet, will be competing for seats against the Liberals, Conservatives and the NDP in Quebec, a crucial battleground province in federal politics.
