"This remains a very fluid and very risky situation, and every few minutes something is falling off this building", said Louisiana Governor John Bel Edwards during the press conference.

The city's fire department received a call about the collapse just after 9 a.m. Police and emergency medical services also responded. He confirmed three people are still missing, and it is unknown whether they walked off from the site or are trapped. City officials say 18 people were transported to local hospitals and one refused treatment.

Several construction workers had to run to safety as the Hard Rock Hotel, which has been under construction for the last several months, came crashing down.

"It is unsupported and very risky", McConnell said. The crane on the building is unsupported and authorities are working to evacuate the area.

A large steel beam, hoisted up by one of the cranes, swayed in the air above the portion of the building that collapsed, WWL-TV reported. It is unclear what caused the collapse.

Construction plans for the 350-room hotel include a 12,000 square foot event space, two ballrooms and a residential space, according to a news release. Hard Rock International had originally planned to open the 18-story hotel in the spring of 2019, but its opening was pushed back to the spring of 2020. Plans were unveiled a year ago.
