President Donald Trump confirmed initial reports on McAleenan's departure on Twitter, saying the outgoing official "has done an outstanding job as Acting Secretary of Homeland Security", and praising his performance.

"We have worked well together with border crossings being way down", he said.

His tenure played out against a backdrop of outrage amid reports of children being held in squalid conditions on the USA border and images of those who died trying to make the trek from Central America.

During McAleenan's brief tenure, the Trump administration stepped up efforts to discourage an exodus of migrants from Honduras, Guatemala and El Salvador by asking Mexico to impede their transit and requiring them to apply for asylum in the first country they enter - meaning either Guatemala or Mexico.

The acting DHS deputy secretary is the head of the Transportation Security Administration.

For the structure at DHS, Breitbart News exclusively reported accounts in which administration sources said McAleenan had implemented a personnel agenda that sought to protect the bureaucratic allies of former DHS Secretary Kirstjen Nielsen.

McAleenan had only been in the position since April, and was the fourth person to lead the department in two years.

In an interview with the Washington Post, published on October 1, he complained that he does not control "the tone, the message, the public face and approach of the department in an increasingly polarized time", describing that as "uncomfortable" situation for the acting department chief.

Moreover, with the numbers of undocumented immigrants apprehended or turned away at the border coming down for the fourth consecutive month - 52,546 in September, a 65% drop from May - the lack of crisis is dissuading members of Congress to act and compromise.

The 240,000-person department is tasked with election security and cybersecurity, disaster response and even the Secret Service.

McAleenan has also been in the position of working for a President who - critics say -seems to see immigration in starkly political and often racist terms.

Homeland Security has been the cabinet post with the highest turnover in the Trump administration at this point.
